Reading lines per sec from large .dat file

I have large data saved in .dat files. file size is more than 100mb (around 116mb).. Now WE are showing timer on site and and per second we have to read the line from this file... Currently not have any server side code ... any suggestion how to manage this have to read data from file each second (not all data , each time next line till end ).
