node-steam trade / chat bot for raffling?

How could I make my node-steam "bot" be for raffling in a specific group?

Like it'd go through a list of an array of items it can give in the raffle...

And in the group chat people would state "!joinraffle" and it'd put them in a randomized selection of users?

I'd like to make this bot for csgo raffling...

I can't really understand how I would be able to accomplish it... I'm not that fancy with bots yet :|

Whether it to be using steam trade offers or actual steam trade, I don't really care aslong as I can understand or have a way of doing it!
