What better tools to develop my web application

I'm starting a new project, a "mini social network" reserved for an X group (between 15 and 20 users).

Well, I'm living a dilemma: What tools should I use to best solve my problem.

Basically, the application consists in this:

 1. Users to register in the system (20 user limit).
 2. Users can edit their information.
 3. Static pages containing some information of events, projects, etc.
 4. Contact Form

I intend to use:

 front-end: AngularJS or similar
 back-end: Apache/PHP/CakePHP || NodeJS/Express or similar
 db: MySQL || MongoDB or similar

I want a scalable application and with good performance. I was thinking of using NodeJS / ExpressJS but do not know if it's a good idea for this type of application.

Can anyone help me choose?
